How to 'declare' and shame an enemy of the church: The Scientology checklist!
Last week, we had a document that laid out Scientology’s secret war against the psychiatric profession.
Today, we have another gem from researchers who have been digging through some previously unpublished Scientology orders and instructions.
How many times have we discussed Scientology’s practice of “declaring” someone a “suppressive person,” the church’s way of proclaiming someone an enemy, and opening them up to retaliation campaigns known as “Fair Game.”
Former Scientologists who are fortunate enough to get copies of their “goldenrods” — the color of paper that is used for declares — often proudly display them after they have finally put Scientology behind them.
But how, exactly, are declares put together? What a lot of work they turn out to be, according to this checklist.
We look forward to your observations about this detailed list (which appears to be missing some items, but we double checked and this is the entire document that our researchers were able to dig up).
Hands down, this was our favorite instruction when you’re assembling a list of a Scientologists “crimes”…

CHECKLIST FOR ASSEMBLING A SUPPRESSIVE DECLARE ISSUE
This checklist is to be used by the terminal writing a Suppressive Person Declare. Each point of the checklist is to be initialed and the completed checklist included with the proposed issue.

10. I have gathered and studied all ethics files for that individual as well as gathered any other knowledge reports and confessional knowledge reports not in the ethics files. I have also gathered data from the C/S, supervisors and any other staff member who had dealings with that individual. This would include reports in ethics files kept by other Churches such as an Advanced Organization or Flag as these would be relevant to writing the issue. To obtain this information, send a telex to the Dir I&R or MAA of those orgs informing them that you are putting together an SP Declare on that person and why and for them to send you reports and any other relevant data.
11. I have gathered and reviewed any Findings and Recommendations of Committees of Evidence or other justice actions done.
12. I have selected the key reports and data which show the individual’s Suppressive Acts and these are tabbed and attached to the CSW.
13. I have translated these reports and data into English where applicable, or at least, included a good English summary.
14. From the reports I have compiled a list of the person’s High Crimes.
15. I have written the declare issue in accordance with the above references and attest that:
The SP Declare is written as a (name of your org) Ethics Order and is properly numbered.
The issue has no typographical errors.
The issue does not engender sympathy for the person being declared.
The issue does not spread Black PR.
The issue is clearly understandable by any Scientologist or staff member.
Any policy referenced bears the full date and correct title.
The listed High Crimes are all in capital letters.
The facts are covered and “Dead Agent” data on the person is included in the body of the issue.
The issue has the correct signature as given in WDC ED ______ SUPPRESSIVE PERSON DECLARES HOW TO WRITE AND GET THEM APPROVED.
8. I have included a summary of the ethics files. If the person has a lot of files, at least the last two ethics files are attached, as these would include the most relevant data having to do with why the person is getting declared.
9. I have written a concise but complete CSW and tabbed the reports and data attached.
10. Another staff member has read the issue and understands it.
11. The DSA has reviewed the issue and has confirmed it is legally OK (and has had it checked by an attorney if needed as covered in the WDC ED).
12. Include the data on who approved the issue in the cover CSW.
13. The submission includes a cover CSW, all attachments properly tabbed and files in order.
14. I have submitted the CSW to AVC Int Ethics Authority, via Cont Justice Chief, Int Justice Chief and WDC OSA.

Number 11. Why does an attorney need to review the goldenrod? Finding any attorney complicit in 'fair game' or other $cieno 'sacraments' should be grounds for disbarment.
1984-1986 I worked in the same offices as the Int Justice Chief. Paul Laquere (wife Andrea, I twinned with her on co-auditing each other) was Int Justice Chief. Paul was the third IJC (Int Justice Chief). Original IJC was Hamish Hamilton. Second IJC was Jurgen Brock. Third was Paul. Fourth was Sue Porter and then possible a fifth temp IJC and then the current IJC was recently Mike Ellis.
The IJC is over the Cont Justice Chiefs.
This checklist looks like what the IJC and CJCs have to use. It's likely what they evolved.
MOST important to make public, someday, is the FULL HCO PL on the checklist that lists out ALL of the SP acts and High Crimes. That issue is more extensive than are the same but edited list of them in the "Introduction to Scientology Ethics Book."
This checklist is based on the rejects in SP declare submissions which are sent up from Orgs and Missions, up to the CJCs and then to IJC.
But the buck does NOT end with IJC. It then goes to the AVC (editor type of job, the policy review job) at possibly the HGB "upper middle management" level, the Int Liaison Org at the HGB in Hollywood, and then the SP declare goes to the AVC Int Base person,
When I was in the offices next to IJC, the SP submission paperwork usually got all messy at the Int Base AVC level.
There are some serious omissions in this checklist.
But it's weeds, and it's directly on the point of NOT showing any of the good contributions of the person being declared. At the moment of your being declared SP, you have to hold your tongue, suffer through your Comm Ev and possibly then also a Review Comm ev, and a couple years into this debacle, you have to have retained correct politeness and finally ask for your "Board of Review" which the "Intro to Scientology Ethics Book" lays out the criteria for. Meet the criteria and if you can suffer through all the years that will intervene, you can, I know you can, I chaired several boards, and your incorrect SP declare can even be overturned. Most people simply cannot, and honestly the Hubbard gauntlet of regulations is horribly unfair while you are suffering through the steps, so no one ought really ever suffer these steps.

In my years in the Senior HCO Int office, which holds the IJC job, I was given several "Boards of Reviews" to do. These are review actions, which only are allowed AFTER the person has suffered through their "Comm Ev" and possibly a "Review Comm Ev."
Boards of Review almost ALWAYS overturn ALL ethics/justice actions, all one has to prove is just ONE of the criteria, there are three I recall criteria that a Board of Review are allowed to consider, and the person's ethics/justice actions must be overturned if even one of the three criteria are met. The key one almost ALL "play by the rules" Scientologists (even declared ones) have in their favor, is the LONG list of almost all Scientologists' positive contributions. The way OUT of any SP declaring, is play by the rules, be police, and suffer all the steps (the A to E steps in some cases get thrust upon one, and doing A to E as gruesome as it is, it does lead eventually to even former horrible wrongly injustice smashed Int Base ex staffers eventually play all the right rules, and get eventually their Board's of Review, if their A to E isn't sufficient, but I think currently it's mainly beat up the "SP" Scientologists until they do their A to E, and then once their A to E is done, then they get made "in good standing" or have limited standing rights, like they can do all services in lower orgs they are qualified for.)
All LOWER echelon ethics/justice actions are easily overturned. The way LRH wrote the loopholes to overturn an incorrect ethics/justice action are easily met. All the Boards of Review which I "chaired" as the chairman, and it's usually just three people on the Board of Review, and the most knowledgeable policy person on the Board of Review dominates, you just find the criteria to overturn the lower justice actions, and it has to be overturned.
Int Base people have additional LRH criteria to NEVER forgive them, and NEVER to overturn LRH's orders to the Int Base people being declared.
But, even Int Base staff declared, have been repeatedly UN-declared, and the Board of Review avenue is one way.

When LRH was alive, the "LRH Petition LIne" also overturned SP declarings. In fact, the "tech training" LRH film, "The Use of Dolls In Drilling" aka the Captain Jak movie, the LRH script has Captain Jak's "LRH Petition" being seen and approvd by LRH, un-declaring Captain Jak the doll who had been declared by the SP overzealous Ethics Officer. The Ethics Officer gets declared SP in the end of this ALL IMPORTANT training film, for a model of the latitude LRH allowed in overall ethics/justice history.

The ultimate problem is the "higher ups" at Int Base since Miscavige came to dominate the "top" of the movement, have been run by Miscavige's anti leniency, anti "taking into consideration the person's contributions and worth" angle.
Miscavige just wholesale dumps horrifically on anyone for decades.
Miscavige in effect is the SP Ethics Officer, similar to the SP Ethics Officer in the Captain Jak "Doll Drilling" tech film.

LRH in the 1959 lecture, "Individuation" speaks in one of the rare places of how to deal with a top leader who has gone BAD.
Miscavige has gone bad, it's well documented in media, the "Truth Rundown" newspaper articles, findable and purchaseable on Amazon, lays out some of the worst of Miscavige's actions.

What to do. Quit official Scientology. I say quit it all. But if you have to still do the auditing and exorcism because you want to, then do it with the Ron's Org or splinter Scientology groups.
Skip being punished wrongly by official Scientology which is still dominated by SP David Miscavige.
I say skip it all, since it's quackery, the Hubbard "tech" is quackery, and no "OT" super powered people have ever emerged from doing all the official or splinter Scientology quackery.
But minimally, don't ever do official Scientology.
