Imagine, you are the most important person on the planet, doing everything you can literally to save mankind from itself, and all around you are incompetent nincompoops who can’t do their jobs and keep making it even more difficult for you to do yours.
This is what Scientology leader David Miscavige has to put up with, according to a new document found by a team of researchers who have been digging through some previously unpublished Scientology orders and instructions.
Earlier, we looked at a manifesto that laid out Scientology’s war on the psychiatric profession, then a fascinating checklist for how to write a “suppressive person declare,” and then a draconian contract that Sea Org workers sign, promising to keep their mouths shut.
This time, we have an absolutely nutty document that describes how frustrating it has been for COB — Chairman of the Board, or David Miscavige — to deal with external crises like legal debacles and hostile journalists because the Office of Special Affairs, Scientology’s secret police, can’t do their jobs.
The document, which was written about 2006, is soaked through not only with Scientologese, but with the particular cant of OSA and the highest echelons of Miscavige’s inner circle. Even we struggled to make sense of every acronym and idiom. But the tone of it, with Miscavige’s exasperation at the incompetence around him, comes through clear.
Here are a few decodings, and our commenters at tonyortega.org will likely have even more explanations for our less experienced readers… A “flap” is Scientology’s word for a public relations emergency. “Christo” is a reference to the Julie Christofferson lawsuit in Portland that produced a $35 million judgment against the church in 1985. VFP = Valuable Final Product. CCHR = Citizens Commission on Human Rights, Scientology’s deranged anti-psychiatry front group. PT = present time. Sit = situation.
Well, there’s a lot more. It’s almost impenetrable in some places.
But let’s remember that in 2006, Scientology was doing a lot better than it is today, and Miscavige hadn’t yet faced the “flaps” of major defectors going to the Tampa Bay Times for the Truth Rundown series in 2009, let alone the future hurricanes of Alex Gibney and Leah Remini.
Just imagine how he must have blown his stack as Scientology weathered those storms.

SITUATION:
INSTEAD OF CREATING THE INDISPENSIBILITY OF SCIENTOLOGY, OSA REMAINS “FLAPS CROSSROADS” AND EVEN WITH MAJOR INTERNATIONAL SITUATIONS HANDLED ON A BYPASS, CONTINUES TO FIXATE ON “FLAPS,” EVEN CREATING NEW ONES THROUGH OFF-POLICY ACTIONS.

For over 20 years, COB has had to personally single-hand every major war after OSA failed to handle them, including Christo, US Damages cases, the IRS, Time, Lilly, Interpol, TM cases, CW civil and criminal cases, SP Times, UK Charity and Spanish recognition. While these handlings have been done directly by COB, the OSA Staff has been at best “helping” and at worst, totally disassociated and uninvolved (in the case of CW, SP Times, UK Charity and Spain recognition). COB applies Scientology tech to handling situations and does not rely on “attorneys” to formulate strategy or handle major actions. When involved, they are always in a subservient role.

In 1984 the first OSA Int Org board was issued which established posts and hats in OSA responsible for carrying out the functions that had been either previously done by the GO or had been under handling on a bypass by Special Unit. In 1996, after six attempts had been made to reorganize OSA, and as part of the new era of management, a three-sit eval (done by then CO OSA Int Mike Rinder) reorganized OSA with a new org board and pattern of operation to end the constant “flaps” handling. The Eval program was never done; the resources were false and the personnel assigned to execute were taken off for other “urgent” matters. The pattern of operations and function write-ups were never finalized or exported.

COB has demanded on numerous occasions that OSA end the “flaps” handling and produce its VFP, specifically getting massive PR actions going for the Church and eradicating psychiatry. These orders have been non-complied with. While there are reported 93 PR’s in the OSA NW, there are only 3 trained PR’s in OSA Int (Heber Jentzsch, Andrew Milne and Gaetane Asselin – none of whom can perform the functions of a trained PR) and 21 trained in the network. And those PRs are not even handling the current traffic, let alone creating real PR area control to take over the planet: AP, Glamour, Radar and Rolling Stone were not handled by OSA Int. When CNN recently did a program with two disaffecteds and an SP journalist, OSA Int decided to put an ally onto the show and didn’t have a competent spokesman to do the job.

There have been repeated demands to get anti-psych activities occurring, there have only been a maximum of two people posted in Social Reform OSA Int to handle CCHR matters in the last two decades. Virtually all psych handlings have been turned over to CCHR (even including writing programs).

Since 1995, CO OSA Int (KW) has been operating on a make wrong service fac on the bypass that was necessitated by the flaps that OSA created. His op was to “work on the cycles that COB wasn’t working on” under the guise that he was going to “handle these ones” to keep them from having to get on COB’s lines. OSA then remained completely disassociated from what COB was doing, didn’t learn or get hatted or grab their hats back, and also remained disconnected from orgs and actually disseminating Scientology while they continued to handle “flaps”.

Exec Strata has never taken responsibility for handling external affairs as this is done by a “network” and Exec Strata doesn’t run sectors or networks. Though legal and defense is supposed to fall under EEI, when there has been an EEI on post, they have never done anything on external lines. The 1996 reorg was intended to handle this situation by posting Aides in OSA Int who don’t run the Bureaus, but provide the strategic direction, plans and programs and establish their network while the D/Aides ran the Bureau and day to day production. While they were put on post, they were directed by the CO’s (MR and KW) and others onto day-to-day sit/flap handlings (mostly because they were naturally more competent than the D/Aide). In order to handle the “flaps” they naturally used the OSA Int Bureaus and they degenerated to being a duplicative of the D/Aide. There are NO Aides on post in OSA Int in PT – only what are now called “Chiefs” – the heads of the Bureaux.

As part of the reorg in 1996, and with numerous threats on the Internet and widespread infringements, a new org board with Org VFP and a GDS for OSA Int were implemented. The Org VFP was Acceptances of Scientology, yet LRH had said he was “shifting PR gears in the direction of not making Scientology “acceptable” but INDISPENSIBLE.” The Org stat became Unhandled Threats in an attempt to get OSA oriented to creating a millpond scene, and has been the key org stat since, and was implemented as the GDS of each Bu (they all add up to the total org stat). Since that time, over 90% of those threats have been handled and it hasn’t accomplished the indispensability of Scientology. While thousands of threats have come off, thousands of new ones have come on. Every part of the org is oriented to handling “threats”. Yet the outness is that many of them remain unhandled and the flaps roll up the org board still?
CONTRARY FACTS – OSA INT
The attackers are not being evaluated – but instead they are being “handled” by hiring expensive outside professionals ($80,000 on one internet attacker for no product). Tracing down the cause of legal losses where they have occurred (OPC in Germany, Cagliari criminal case, Maij case in Switzerland) finds that OSA Int relied on the advice of attorneys and professionals, turning over responsibility to them (OPC), relying on assurances from attorneys and invest resources “because they had handled similar situations before” (Cagliari), bringing off strategy actions that were turned over to unprepared prosecutors (Maij case in Switzerland) while NONE of them were evaluated per the Goodrich Eval. PR situations are not being evaluated. (Not even thumbnail – as when Rolling Stone showed up in Clearwater, OSA Int directed instant cooperation, even though the reporter had been covert – and this has now left us behind the 8-ball). There were 3 total evals done in 2004, 2 in 2003 and 4 in 2002.

Why they continue to operate on the grooved in “pattern” of off source flap handlings, and hiring “professionals” to do their work for them (or even turning it over to “allies”) was looked into further. Only 36 of 101 staff in OSA Int have completed the new PTS/SP Course. A recent test done on the crew to name the anti-social personality traits ****. Only 20 staff could correctly name 20 tone levels in their correct sequence. Only 12 OSA Int staff have read all the Foundation books. While reportedly there are 36 evaluator trained personnel in OSA Int, since 2000 only 15 have even tried to do an eval. The current CO OSA Int (Veronique Bromberg) is not trained as an evaluator and defers to Legal “experts” in OSA Int because she doesn’t feel as experienced as they are and hasn’t tried to do an eval (and defers on “PR matters” as she “isn’t a trained PR”).

OSA EXECS AND STAFF STILL BELIEVE IN AND RELY ON WOG PROFESSIONALS AS AN “EASY SOLUTION”, AND SO SEE NO REASON TO GET TRAINED AND APPLY THE TECH TO EVALUATE AND HANDLE SITUATIONS WITH SCIENTOLOGY AND SO NEVER BECOME COMPETENT TO HANDLE THEMSELVES AND THUS PERPETUATE THE ONLY THING THEY KNOW -- “FLAP HANDLINGS”.

All i could think of while reading this is what an inspirational idea for a tv comedic series. Imagine how this serious leader of incompetent goofballs tries to save mankind. The scenarios and stories are endless.

I understood most of it, except the cryptic references like "Maij".
An "evaluation" or "eval" is supposed to be a careful review of actual facts to find the "why", or major item that must be handled to resolve the overall issues. Dave actually worked under Hubbard in the area that is supposed to use this breakthrough Hubbard administrative technology, so in theory he is an expert.
It is all horseshit of course, but Dave manages to make it an excuse for an unhinged rant disguised as an eval. Probably the way Hubbard used it in his day.
Everybody has it wrong except Dave and deserves to be thrown under the bus. As long as he thinks that, Scientology will careen ever closer to the abyss. Everyone with any executive skill that challenges Dave will be offloaded or escape. Like letting all your opponent's pieces become kings in a checkers game.
