This brings up a theme that is the bane of the Hubbard group. They simply don't have the replacements to replace their leaders who commit egregious acts and ought to have been replaced and in larger groups, with the means to replace their fallen leaders, they would have been gone.

Omitted, in the whole Scientology sex abuse history of coverups, is the fact Hubbard didn't write policy to turn over felon Scientologists to the police, which is a big "omitted" on Hubbard's part.
Hubbard did write a policy though, that if there is policy lacking, then the head PR of the movement is to advise what policy is needed, and advise top management of Scientology to initiate putting in place such omitted policy. This key policy is the in caps "Definition of a PR" Hubbard policy.
There would be a few things reformers replacing Miscavige could do, but again, getting good people to reform Scientology because of the toxic nature of the Scientology subject that repels smart good persons going into the top ranks to replace Miscavige, and do some reform, is a major problem.
But in the end, things would be less abusive, possibly, more like the splinter milder Scientology groups, which are tiny, but they do exist out there.
